By law, owners in New York City must provide adequate
heat between October 1 and May 31.
During this period, the following rules apply:

Owners must also provide hot water at a minimum constant
temperature of 120 degrees Fahrenheit all year round.
If your landlord is not providing heat according to
the guidelines, you can make a heat complaint by dialing 311.
